Registration of machinery with the State Technical Supervision Authority

Technocor LLC renders assistance in registration of machinery with the State Technical Supervision Authority of Saint Petersburg and district departments of the military commissariat of Saint Petersburg (district military commissariats).

Brief information for owners of special-purpose machinery:

1. All self-propelled vehicles (hereinafter SPV) and trailing equipment having a self-propelled vehicle certificate of title (with a very rare exception) are to be registered with the State Technical Supervision Authority (Gostekhnadzor) of SPb;
2. In case of registration of the machinery the owner commits an administrative offence and is subject to an administrative sanction;
3. The Release to Service Certificate is issued for one year even for new machinery.

List of basic documents

necessary for registration of self-propelled machines

(all copies of the documents are to be certified with a seal).

1. Self-propelled vehicle certificate of title with a copy;
2. The purchase and sale contract with the acceptance certificate or the commission agency contract with the Acceptance certificate, the power of attorney for receipt of the machinery (copies);
3. If the machine is bought on lease, a copy of the lease agreement and the acceptance certificate (copies);
4. The power of attorney of the letterhead of the organization;
5. The application form in the satisfactory format signed by the director, chief accountant and certified with a seal;
6. Payment orders for payment of the state duties for registration of the self-propelled vehicle;
7. In-force CMTPL policy (insurance policy, copy).

The following documents are additionally required at the first-time application of the organization to Gostekhnadzor:

• A copy of the charter of the organization, each page certified with a seal, with a copy of the stamp of the tax inspectorate on the last page;
• Amendments to the charter with certificates of registration of these amendments (copies);
• The registration certificate with the PSRN (copy);
• The certificate of tax registration with the TIN and TRRC (copy);
• An additional package of documents for the military commissariat.
